Scott S. London

Scott S. London is the founder of London Eligibility. He has been a practicing attorney with The Law Office of Fred S. London P.C. since 1996. His practice areas include Medicaid eligibility,Social Security Disability and SSI entitlement. He is also a long-time member of the National Organization of Social Security Claimants Representatives (NOSSCR). Scott is currently the Legislative Liaison to Maryland AAHAM (American Association of Health Care Administrative Management-Maryland Chapter). He is also a current Board Member of a large hospital system. Scott previously served as the Treasurer for the District 11 Democratic Team Slate. In 1993, Scott graduated Magna Cum Laude with a B.S. degree in Business Management from the University of Maryland College Park. He graduated cum laude from the University of Baltimore School of Law in 1996.

Jacyn Fewster

I am currently the Vice President of London Eligibility and have been an attorney since 2004. I have been working for London Eligibility, helping patients obtain Medicaid, for the last 22 years. I attended the Notre Dame of Maryland University (formerly the College of Notre Dame of Maryland) where I majored in Political Science with a concentration in Pre-Law and minored in Mathematics. I graduated from there with a Bachelor of Arts degree in 2001. The following semester I started at the University of Baltimore School of Law. While in law school I obtained valuable experience by interning at the Harford County State’s Attorney’s office in the Domestic Violence Division. After that I started working at London Eligibility during my second year of law school as a law clerk and have been here ever since. I graduated law school in 2004 and was sworn in as an attorney later that year. Outside of work, I enjoy spending all of the time I can with my husband and 2 children.

Judith Baumert

Judith Baumert joined London Eligibility in 2016 and became the Director of Eligibility in 2021. Fluent in Spanish and French, she assists in day to day operations in the main office and manages multiple offsite staff members across the hospitals in the Baltimore Region, supporting both the Hispanic and uninsured populations in obtaining health coverage.

Prior to joining London Eligibility, Judith worked in the Illinois school system as a middle school teacher and counselor. Being in the public school system instilled in her the values of public service and connecting individuals with community resources in underprivileged communities. Judith has a passion for helping others in her community and in her off time voluntarily serves as a Navy Command Ombudsman for the sixth largest Navy Reserve Center in the country, helping deliver resources to military spouses and families to a population of 1,300 Selected Reservists living in seven states and a full time Active Duty Navy staff of 50.

Judith was born and raised in Miami FL and received a Bachelor’s degree in Biology and Chemistry with a minor in French from Barry University Miami Shores Florida in 2006 and a Master’s in Biomedical Sciences in 2008. She has been a certified Application Counselor with Maryland Health Connections since 2016, providing information, assistance and determining eligibility to Maryland residents on the full range of health plan options and Insurance Affordability Programs. She is married with 2 daughters.

Elizabeth Cash-Edwards

Elizabeth Cash-Edwards, aka “Liz”, joined London Eligibility in 2015. She spent several years on site in various outpatient facilities and hospitals in the Baltimore area helping to connect our clients with Medicaid services. In 2021 Liz became a Director of Eligibility, expanding her role within London Eligibility to supervise and train others to advocate for our clients. She takes pride in helping people navigate the unique categories of Medicaid eligibility and helping to solve the various barriers to application completion.

Prior to joining London Eligibility, Liz worked for a non-profit organization in Northern California helping to provide access to resources in rural communities with little to no public transportation. In this role, she found her passion for helping families connect with the services and resources they need to thrive.

Liz has been a Certified Application Counselor with the Maryland Health Connection since 2015 and is dedicated to helping Marylanders access the healthcare they need.
